Workforce Programs and Initiatives
Re-Employment Services (RES)
The Re-employment Services (RES) Program provides comprehensive and integrated job-related services for unemployment insurance claimants through the LWC’s Business and Career Solutions Centers. Services include group orientation, one-on-one sessions with a re-employment specialist, assessment of employment needs, development of an Individual Employment Plan (IEP), job search assistance, job and supportive service referrals and skills upgrades through workshops and training.
The LWC works closely with community action agencies through the Community Services Block Grant (CSBG) program. These agencies provide supportive services to help low-income individuals become or remain self-sufficient. Each agency offers a range of services which can include assistance with transportation, housing, income management, energy costs, nutrition, health care, emergency food and shelter, employment and training.
Louisiana Rehabilitation Services (LRS) assists people with disabilities to obtain or maintain employment and/or achieve independence in their communities by providing rehabilitation services and working cooperatively with business and other community resources. Programs available include Vocational Rehabilitation (VR), the Randolph-Sheppard Program, Independent Living Program Part B and the Independent Living Older Blind Program. LRS offices are located in the New Orleans, Baton Rouge, Houma-Thibodaux, Lafayette, Lake Charles, Alexandria, Shreveport and Monroe regions.

The goal of the DEI is to improve education, training and employment opportunities and outcomes of youth and adults with disabilities who are unemployed, underemployed and/or receiving Social Security disability benefits.

Rapid Response is an early intervention service that helps workers affected by major layoffs and plant closings qualify for new jobs. The goal of the program is to transition workers into re-employment as quickly as possible. LWC host orientation sessions that introduce workers to the re-employment, retraining and support services available to them. Workers facing layoff are encouraged to attend scheduled sessions so they’re aware of the full array of no-cost benefits offered to participating employers and employees.
Trade Adjustment Assistance (TAA) and North American Free Trade Agreement Transitional Adjustment Assistance (NAFTA-TAA)
The Trade Adjustment Assistance program provides services to workers who lose their jobs or whose hours of work and wages are reduced because of international competition. TAA services, which are offered at no cost, may include training awards, job search and relocation allowances, income support and health coverage tax credits.

Under the Migrant and Seasonal Farmworker Protection Act (MSPA), the Office of Workforce Development provides services to migrant and seasonal farmworkers that are “quantitatively proportionate and qualitatively equivalent” to all jobseekers. This means that MSFWs should receive all workforce development services, benefits and protections on an equitable and non-discriminatory basis (i.e. career guidance, testing, job development, training, and job referral). MSPA also provides for Monitor Advocates, who are responsible for ensuring that services provided are in accordance with federal regulations (20 C.F.R. 651-658) and the Workforce Investment Act.

Foreign Labor
The LWC Foreign Labor Certification Unit provides value-added services to employers looking to hire a non U.S. citizen. LWC professionals can provide solutions for your company that will allow you to secure foreign labor employees for job openings while still ensuring that U.S. citizens have an opportunity to compete for the positions. The Unit works directly with the National Processing Centers and focuses primarily on screening ETA application forms and conducting housing inspections.

By default, Windows Integrated Authentication (WIA) is enabled in Active Directory Federation Services (AD FS) in Windows Server 2012 R2 for authentication requests that occur within the organization's internal network (intranet) for any application that uses a browser for its authentication. For example, these can be browser-based applications that use WS-Federation or SAML protocols and rich applications that use the OAuth protocol. WIA provides end users with seamless logon to the applications without having to manually entering their credentials. However, some devices and browsers are not capable of supporting WIA and as a result authentication requests from these devices fail. Also, the experience on certain browsers that negotiate to NTLM is not desirable. The recommended approach is to fallback to forms-based authentication for such devices and browsers.
AD FS in Windows Server 2016 and Windows Server 2012 R2 provides the administrators with the ability to configure the list of user agents that support the fallback to forms-based authentication. The fallback is made possible by two configurations:
The WIASupportedUserAgentStrings defines the user agents which support WIA. AD FS analyzes the user agent string when performing logins in a browser or browser control. If the component of the user agent string does not match any of the components of the user agent strings that are configured in WIASupportedUserAgentStrings property, AD FS will fall back to providing forms-based authentication, provided that the WindowsIntegratedFallbackEnabled flag is set to True.
By default, a new AD FS installation has a set of user agent string matches created. However, these may be out of date based on changes to browsers and devices. Particularly, Windows devices have similar user agent strings with minor variations in the tokens. The following Windows PowerShell example provides the best guidance for the current set of devices that are on the market today that support seamless WIA:

Configuring WIA for ChromeWia Grant Application
You can add Chrome or other user agents to the AD FS configuration that supports WIA. This enables seamless logon to applications without having to manually enter credentials when you access resources protected by AD FS. Follow the steps below to enable WIA on Chrome:

Note
As new browsers and devices are released, it is recommended that you reconcile the capabilities of those user agents and update the AD FS configuration accordingly to optimize the user's authentication experience when using said browser and devices. More specifically, it is recommended that you re-evaluate the WIASupportedUserAgents setting in AD FS when adding a new device or browser type to your support matrix for WIA.
